Run FB ads for a FB page that's not linked to the FB ad account

Let's say I have a fb account set up to run ads. And I want to run ads for the NBA facebook fanpage which is owned by someone else. Is it possible to run ads for that fanpage but from my fb ad account?

you can grant advertiser permission without admin permission
 
Nope. Can't be done unless they gave u permissions to advertise.
 
Facebook does not allow publishing Ads for page of which you aren't an assigned Admin

Lets say I have a "dummy" page and make a post where I basically put the page link of a NBA facebook fanpage. Can I then run ads for the post I made on my dummy page?

Hi! This cannot be done without permission to advertise.You need to get the advertiser's rights to the fan page.
