1. Software that will auto-submit reviews for businesses I'm SEO'ing.
2. Someone to submit the reviews for me.

You guys should look into Local Business Listing Robot. LBL Robot is a service that will do this for you.

Honestly though I would just focus on ways of obtaining genuine reviews, besides genuine reviews are going to give you a lot more juice.
