Reverse amrketing for affiliate!

I remember that i saw a post and i saw this method in a book too but i'm searching for 1h on bhw and still haven't found it.It says something like this.

Look over the people that sells a car on craigslist and contact them saying that you are interested buying the but they ..... need to do something(complete an CPA offer)...
does anybody has any idea of the original text, the twist that will make the sellers fill the offer?
