I've come into a potential client that either owns or is employed by a law firm... He's seeking to place ads on previous viewers eyes and I'm the guy who's supposed to figure it out. Never really messed with this... Does anyone have ideas? Been researching.

Sounds like you want to set up a "remarketing" campaign in adwords. The way it works is a tracking script on your website creates an "audience" for google to follow around on the web and continue showing them ads even after they have left your website.

Its is a Pay Per Click system to do it, but worth doing I would imagine for a law firm as the keyword bids are so high. It should be a lot more cost effect to remarket than to get them to click an expensive keyword ad again.

try to use adword alternative for re-marketing, that way you can save lots of $$ to re-invest.
