Resetting IP Address... Does this Work?

need to reset my IP address so i can log into my 2nd account without the affiliate banning me for having 2 accounts coming from the same IP. does this really work?

Change your TCP and IP Settings on Windows Vista
Step1Go to the Control Panel from the Start menu.
Step2Click "Network and Internet" and then "Network and Sharing Center."
Step3Click "Manage network connections."
Step4Choose which Internet connection you would like to change if you have more than one. Right click on it and select "Properties."
Step5Click the "Networking" tab.
Step6Choose either Internet Protocol Version 4 (TCP/IPv4) or Internet Protocol Version 6 (TCP/IPv6).
Step7Click "Obtain an IP Address Automatically" to reset your IP address automatically, then click OK.
Step8Click "Use the following IP Address" to enter your own IP settings.
Step9Enter your IP address into the boxes marked "IP Address," "Subnet Mask" (or "Subnet prefix length for IP/TCPv6) and "Default gateway."
 
Just change your mac address with a free online mac changer, reset your modem and reboot.

How do steps 7 8 and 9 make sense? You click the button to obtain IP automatically, but how the hell do you enter in your IP? its not going to show you some new IP
