Repeat/similar heading sizes, spam or consistency?

I've got something going here and I'm wanting to know if I want to use the static information present to prompt creation of a related heading, or would Google rather see the consistency through-out service pages?

What are your thoughts on this? Say you have 100 services pages, there's really only a short amount of text spinning you can do before things become unreadable...
