When you redirect a website to another, does it pass all the link juice right?

Not all, most of it. I believe like 80% or so was the number? Still, if it's not relevant enough or if you do not do 301 redirect correctly or if the domain is too weak, you won't see any effect.

It does not pass all the link juice. while using 301 redirect for redirecting your website that causes some effect on pagerank

Not a 100%. 301 redirect passes 90-99% of link juice.
