I have no experience with that - so I ask you guys.

If I have a penalized domain of a website which ranked pretty well for lots of keywords before and then I build a new website + domain in the same niche - How would it affect the rankings of my new website?

Is there a risk to get penalized with the new domain?

Have done that for years and still doing. No you will not get penalized or punished as long as you use unique content on both domains and use different link building for each of them.

I have tested with different hosting as well, that changed the ranking of each a little to the better, but not 100% sure if it really was the hosting.

If your penalty is because of penguin,i advise you ,not to go with redirection.Penguin algorithm is based on the quality of backlinks.Your new domain will get a search boost for a week or two. Then the penalty will apply again as all the backlinks get re-indexed,and it will drop your site, eventually.

There will always be a chance of passing on the penalty to the new domain.
