What are the recommended steps for #1 for <my city> web design in G00gle?

My site is already a PR 4. My city is a major metropolitan city in the USA, one of the biggest cities. So competition is relatively high. Top 4 ranking sites on this KW are 5, 6, 4, 5 PR.

PR is irrelevant to what you are trying to accomplish. You can rank #1 with a PR2 site.
Are you planning on doing this yourself or hiring it out?

Start with proper on page seo then hit it with backlinks, that's it in a nutshell.

When you have done your on page SEO get started with a some web 2.0s such as wordpress and tumblr and add unique content on them. Talk about a subject which can be related to your keywords and add your link at the bottom. You could add some anchor text but be careful as that bloody penguin is about. Then start backlinking your web 2.0s with blog comments and xrumer profiles in order to generate the link juice to push those keywords up the rankings.
Dont ever point blog comments or xrumer profiles at your site ever!!!!
A good link juice provider is dripable which provide blog comment links and profile links around 9 out of 10 links are live and the diversity is great so google will love them.

PR is awarded after you have ranked your keywords in the SERPS. Dont be miss led by the PR rubbish you see on these forums. PR only contibutes when placing a link on an Actual Page with lots of PR this would make it easier for your keywords to rank even higher. Dont forget most High PR sites are nofollow but its still worth linking.

    So remember!!
Rule Number 1: Dont use spun or copied content or else panda will get ya and make sure you vary your anchor text or else penguin will eat ya
Rule Number 2: Dont forget Rule Number 1

    I hope this helps :D

Local Citations and Directories are more important for Local SEO than link building at this stage. Get Google+ Local, Yelp, Merchant Circle, etc... first. There is a difference between ranking organically for a kw with a geographical indicator <city name> and ranking locally for the same kw.

Web Design doesn't necessarily have to be local-only, unless you intend to have a business model with a lot of hands-on & face-to-face. Which might sell, but it better for for a premium.

I know that PR counts but so does on page SEO... there's no way that a PR 1 page will rank for a competitive keyword like <major metro city> web design... all the other sites are PR 4-6 and have onsite SEO.

You're putting too much emphasis on page rank. I've seen PRNA outrank PR4s in the SERP, PR helps but it isn't the deciding factor.

You are confusing an associative relationship with a causal relationship. The fact that high-PR sites are associated with high-rank does not mean that high-PR CAUSES high rank. What happens is the factors that cause a site to rank well, can also cause high-PR.

    http://en.wikipedia.org/wiki/Correlation_does_not_imply_causation

The main message to you is to take the focus off PR, and instead pay attention to things that will cause your site to acquire rank.

You do understand the difference between rank as in "Google Rankings" and rank as in "PageRank" (aka "PR")?

    http://en.wikipedia.org/wiki/PageRank

Note the absence of a " " (space) between "Page" and "Rank".

    Used in a sentence:

so you make many web 2.0's (pre money sites) that have high pagerank using junk links from mass link posters like senuk or xrumer then you link from the web 2.0's (blogs i assume) to your main site? how high of a pagerank do you make your web 2.0's? and isn't this pattern easy for google to detect and isn't that waisting a lot of work to build up your web 2.0 sites? i was never hit by penguin/panda and i just do links when i can and link directly to my main site from forum signatures...

Google aint gonna know because web 2.0s such as tumblr are high authority websites which get thousands of links to it everyday. My tumblr has relevant content and has high pr so when I place my link there with my anchor text I will rank better for that anchor. Doing forum signatures will get you slapped if you dont diverse your link strategy like buidling bookmarks and web2.0 and blog commenting. 2012 is about quality content so providing really good content on your very own created blog pages and blasting links will definatly improve your ranking .

I do understand your worry but remember look what every one else is doing on BHW and scale it up.

If you want to get ranked #1 in google then you have to work really hard. You have to do a lot of seo works than you are doing now. But to quickly achieve that goal some ways are also available.
