Recommendation for a Tier 2 link builder?

I have my money site. I use AutoFill Magic to create web 2.0s for my Tier 1 links that point to it.

I have been using SEO Store Panel to make article and wiki links for my Tier 2 links but I don't think that is good enough.
(I also use my AFM links to build web 2.0 links for my important Tier 1 links, so for links going to pages I hope to make money with they will have the articles/wikis and web 2.0s for Tier 2)

What do people usually use for Tier 2 overall. Are contextual article and wiki links enough?

I found a GSA SER provider on Fiverr to spam the crap out of my 61,000 article and wiki Tier 2 backlinks.

All of this results in Web 2.0s with numerous pages (between 10-15) that are do-follow and are indexed but have only a Moz PA of 1. These web 2.0s were created in March of 2017, so that are about 3 months old.
My network of web 2.0s is there but it has no power.

Is it the article and wiki links? What do you think is the problem?
(to be fair, I only began building the Tier 3 GSA SER spam links to my Tier 2s about 4 days ago)

Do I just need to be more patient? Why do my older web 2.0s (those from March) not have any PA.

(the articles I used were spun in Spin Rewriter to modify paragraph structure, than put into the Best Spinner to insure the correct synonyms were used. Then I went through by hand to make sure it all made sense. They are good articles.)

Anyway, any recommendations for fixing my numerous but puny and weak web 2.0s.

    Try some quality services,
High DA links, or also web 2.0s

Ok, so take a single web2:
Make 2-3 HQ link shorteners of it's various pages(if I have 3 blog posts, I would make one for each, plus for the homepage). Blast the shit out of those with GSA, like 5,000-10,000 links apiece. Also share those out on Twitter, Facebook, etc...
Now, also blast a bunch(like 50-100) of shitty 1-pager web2s to your tier 1, and do a mix of link shorteners and directly blast those with GSA, like 15,000-20,000 backlinks(spread over the shorteners and direct links)
Now, fire off a round of mixed contextual only backlinks, like 250-500, then back those up with a spammy blast.

Do this for every tier 1, or a close variation and you'll see some boost.

I don't generally blast my tier 1 web2s like this anymore, I coddle mine a bit and instead do this for my tier 2, but I feel that is partially the niche I am in as well.

So the quality of link on my tier 2 is not that important? Is this because of the link shortener? Does it somehow protect the Tier 1 site? Or is it that the Tier 1 web 2s are expendable and losing a few won't matter considering the gains I will make on the others.

This method will save me a lot of time and won't cost too much. As long as there are no quality concerns (or penalty concerns). But I don't see how, the worse that might happen would be I lose a web 2.0 blog. Or could Google look at the links on my web 2.0 and see it is a pumper site for my main site and hurt me.

I have been told I can over think things. Is that what I am doing here?

Thanks for your help too. I appreciate it.

If you're worried about a manual review from Google, don't be, if you do enough to get their personal attention, you've lost the battle already.

You are over thinking it a bit.

Mix in some spam, blast the crap to them, use the web2 as a buffer, it can take a bit more of a pounding. If it gets removed from the platform, maybe slow your roll on the next one, and not shoot 1million links at it in a day.

Here is the thing, just because you build 10,000 backlinks to your web2, Google may only find 1,500 of them. When blasting out shitty links, the way I play the game is to figure at best 20-25% of them will be crawled, so increase my spammy blast to account for this.

Is spamming backlinks to a property, a reason for your Web 2 blog to be deleted? I have lost some tumblrs and I am trying to find out what happened.
