Now, that's not fair. Why do only admins get such chances?

Can we pay to get a custom question there?

LOL. The problem is that the captcha / question doesn't come up when you quick reply to PMs. That's why everyone has to get it wrong at first because it wasn't visible in the first place. So unless you hit reply to be redirected to the new reply page (I doubt anyone does it), you won't get a chance to answer the security question / fill the captcha.
