Ranking for specific local search engines - Experiences?

    I'm going to develop some sites that are centred around easy local commercial keywords that have, of course, a specific location as a part of them. My aim is to sell advertising space once they are ranked.

    My question is: if you were going to try to rank a site for a non-USA keyword, how would you proceed with the offsite SEO? For example, should I try to build links from local high profile sites, or do you think that typical "USA" backlinking would do? or may be a mix of the two?
