get a few quality links with "best Xs" as anchor text, just don't overdo it. For example, if the page you wish to rank already has 15 links pointing to it get no more than 2-4 links with the anchor text "best Xs" (and 4 might still be too many depending on circumstances)
Also, equally important, make sure to use the keyword "best Xs" in the title of the page, or at least in a H2 sub-heading if in title is not possible. And use an image with both the filename and ALT tag as "best Xs" too, sometimes this helps...
If these don't do the trick, also point a few internal links with the anchor text "best Xs" to this page from other pages on your site that are relevant to this keyword.
And if this still doesn't do the trick... I don't know then, it's probably an issue of authority (the competition is too high for this keyword and / or your site doesn't have enough authority in general to rank for tough keywords)... Or it could also be an issue of user experience too... Hard to say without knowing all of the details (niche, keyword itself, competition, your site's topical authority and technical SEO, etc)
Last but not least, you could try to run some Google Ads for this exact keyword, I've heard people say (and I believe them because I've experienced this too many years ago) that google boosts the rankings of sites that buy Google Ads, so it's worth a try
