Tier 1 - 18 x Web 2.0(Each Web 2.0 has 1 Article)
Tier 2 - Article, Blog Comment, Directory, Forum, Social Network, Social Bookmark & Wiki
Tier 3 - ALL

For Tier 2 & 3, I use GSA + GB + Instant Link Indexer
What should I do now? my ranking get stuck in #2x ranking for 2 month

P.S. It is half year site & keyword is Low competition

If not, its a time to boost it with PBN.
 
Try to go with Press Release and social media,
Guest-blog and PBN are also good options.

The problem is that your tier 1 links are crap. Create manual web 2.0 with 3-7 unique articles and try to get links from authority sites in your niche. You can do this by writing quest posts or simply offering these websites a sum of money for a link.

Thanks for you all advice. how to find Guest-blog?
For the manual web 2.0, could I use translated article to post? ( Other language > Eng)
Should I post 3-7 article at the same time? or post them separately within a week?

For the social media, is it Facebook/TW? do I need to build fan page for money site? or Tier 1?

Make sure that your money site have appropriate content.
Run on page test again.

Add more Links to your Tier 1. If you don't want to run this site for long then you can add translated content in Tier 1.
Tier 1 > Web 2.0 make it 30 - 40, Add some Hight Pr Nofollow links, Get some Social Signals(Fiverr), Some High Authority related comment/profiles

Tier 2 > Blast your Web 2.0's with contextual links. Directory, Blos Comments, Forum Profiles
Tier 3 > Blast only contextual Links. Here you can use all types of links
 
I would increase the number of web 2.0s you have, which will allow you to build more links.

Translated could be a good idea
 
Content is still King, so quality backlinks! If you can bring both to your site you will see a much better ranking. You could considering 301 redirect from expired domains, some will say that's not wokring any longer, but that's juts BS.
 
Build your Own PBN with Quality Content and build Tier backlinks for PBN also It will boost your SERP for damn sure..

low competition keywords only applicable if you are using adwords. you need to check the search results availability and competitor data on 1st page of that particular keyword. Cheer
 
If its Low competition keyword order small PBN package rather than cheap package.

Cheap is different from opting few links from less OBL PBN network
 
Build your own PBN and send links from there. It's better for the long term compared to buying the public one.
