How long does it usually take for a webpage to get ranked properly for a keyword just after it has been indexed by Google? Like before you do any extra external SEO work, is it normal right after a page is indexed to not be properly placed in rankings for a keyword and to move up over the next day or two following index?

Depends on the competition. Once you begin link-building for a brand new site it should take about a week or two for low-competition keywords to appear in the top 100, about three weeks for medium-competitions and up to a month for difficult keywords. But then again, it depends completely on your link-building strategy. The aforementioned timeframes are what I've experienced.

In addition to what Abstroose said, also note that it's natural for new sites to jump up and down in rankings for a while until they settle. So don't get overly excited if you see your site ranking very high in a few weeks and similarly, it's not the end of the world if you drop down in SERPs for some time.

if this is not a new site but just a new inner page on an existing site, that has not had any SEO done following index, what about then?

reason why i ask is because i just got some inner pages indexed in the last day that are from a high PR domain and most of them are like really really low ranked for even really long long tail keywords. Something seems a bit off even without SEO, a couple seemed to of ranked fine but most are way off. Can I expect them to move over the next week into maybe their real position? Actually some of these I have been sending out link collider tweets and likes for so I have done a lil SEO for

Highly agree with you. This depends on many factors, especially KW's competition, SEO service we choose to work. I really care about content. It must be content-rich.
