I am about to build a "Rank and Bank" website using expired domains. I want to rank the site for low competition keywords as fast as I can. Do you think with all the google sandbox theories and stuff, is it possible to rank a new site fast with an expired domain over using a brand new domain name?

    SORRY MY ENGLISH IS BAD!

In whitehat SEO world, there is a term called content granularity. So if content is not matching previous website, you can rank and bank. For low competition keywords though, it could be different case.

If I want to build an authority website, will using an expired domain give any benefits? Or will it bite me in the ass later with penalties or anything like that?

If it's a clean expired domain and it has decant stats. It will be way better than just registering a new domain.
