I'm looking for a service where I can specify a heck of a lot of keywords and a lot of urls. Then have links built almost randomly back to my main site to make it Penguin safe. It also would be best if the links were from a large variety of sources.

This isn't to boost rankings, though it might. Instead it's for protecting rankings. As you probably know, having links back to your site where 60% or more use the same keyword is what seems to trigger Panda.

Anyone know a service that will help do this?

There is a software that can create links on random sources with random keywords. I think it was called GSA Ranker. But if I may just suggest something: If it ain't broke, don't fix it.

If your rankings are holding and you are happy with them, don't try to do anything else. It could backfire and you can lose your rankings.

I agree with Brain Pain. GSA Ranker is very good for creating tier-3 links, I would not use it to link directly to my sites though, even if many people are doing it, it doesn't mean its safe.
