I think you can use free software to do so for you. First, you do search with term: what kind of guestbook that most of sites use. .i.e guestbook powered by..... Then gather them in list. And you use free software or script to run auto-comment.
I dont think that using software for linkbuilding is good..It may cause your site to sandbox..

Quick and cheap? On Fiverr. Be prepared to experiment a lot with shitty providers though! If your website is absolutely new, I wouldn't blast it with 3000 links though; you may have issues in the long term.

There are many ways to get backlinks... There are tonne of software and backlinking services available on the Internet.
But keep up the pace of building backlinks in mind.
If you build 3000 backlinks in very short span, Google might become suspicious about your backlinking activities.
So, its better to build backlinks manually. They are slow but steady.
