    I have some old sites with legit content that have pr0-pr3, with over 30 pages of content and moderate traffic. Nothing over a 10% bounce rate and the average time on site is a little over 2 min for the keywords I have targeted. These sites sit on a dedicated ip.

    Now, I have a handful of garbage sites (less than a year old) on shared hosting all of which I have spun next to non readable and have thousands of pages of content. PR5 and 6. Spammy backlinks, you know the drill.

    Does anyone know a sure shot method to gain a higher pr? Or does pr really carry much weight these days?

    PR is a bit mysterious thing nowadays. Just don't care if you are not selling links. The easiest method to increase PR is to make some high PR links to your site.

    Boosting PR is relatively simple. Just get high PR links in bulk and your PR will go up.
