Questions about backlinks

So I have a few questions about backlinks as I'm looking to start my first site.
1. Do Google penalizes your site if you create Web 2.0.?
2. If I create sites like blogspot, blogger and so on and then link my articles there, would it be a problem?
3. Do Google takes in consideration Backlinks from social media platforms as well? Facebook, Twitter etc
4. Are backlinks applied per site or per article? For exemple
a) A site have a lot of backlinks, all articles rank up. Some articles with no backlinks rank up because of the site authority?
or b) Only articles who have banklinks rank up and the ones with nobacklinks are on google's page 2-3
Wich of A or B is correct?
5. What exactly are Tier 2 and Tier 3 sites/backlinks?
6. Any other advice to approach backlinks is hightly appreciate it.

1. No. But only web 2.0s may not help you to rank unless the keyword is super lot competitive.
02. No. But, try to maintain a good anchor text ratio.
03. Social signals are good. But I have no idea whether they have any direct impact on ranking.
04. A is correct. This is why you will see a lot of newspaper site ranks on the 1st page within few days.
05. Tire 2 means building backlinks for your backlink page. And Tire 3 means, building links for those Tire 2 links.

For example - if you build a Blogspot blog and link back to your money site, the Blogspot blog will be your Tire 1 backlink. Now, if you build another web 2.0 blog and link back to that Blogspot blog, this will be the Tire 2 link. Finally, if you create another backlink for your Tire 2 link, this will be the tire 3 link.
