go to your proxy settings address, its usually 192.168.1.1 . Then, change it from there. You don't need to restart your router, just disconnect and connect each time.
It shows a username and passwork I tried calling my net provider they say that it has been locked for safety purpose. I use Airtel so i quess there is an issue can anyone help me out.

There are a lot of proxy / IP changer tools but I personally prefer Hotspot Shield. It's a small program and it will change your IP with every start / restart of the software. In the basic version you have to click on a banner but that's about it. It works pretty well for me.
Read the thread in my signature, it llists most possbile sorts of changing your IP.
You can use open proxies, vpn's, private proxies, anonymization services .. it depends on what you want to do/receive and what you want to invest.
