Hi, I need some advice from bhw members regarding an issue with one of my site. Few months ago, my site has been slapped by penguin due to overuse of anchor text and spammy backlinks pointing to my money site. I have tried to disavow all the backlinks using the wmt, but without much success. So i contacted members here to help me revive my site so its ranking again like it use, some of them offered me to remove all the backlinks manually, but the $$$ they charged was unreasonable amount and i didnt want to spend that much for that. I was told to send a reconsider request to google, but i can't do that because its not hit by manual penalty...So now what i'm thinking is to start a fresh new site targeting the same money keyword, i'm thinking of taking my site down and moving all the content to the new domain, but if i take the content that was once indexed by google...will that count as duplicate content when it will be posted to my new site? Another thing is that i plan to redirect my existing domain to the new url because its still getting some traffic coming from yahoo answers. What do you guys think i should do? thanks

What I have done for someone in past who was spamming a business with stupid backlinks was.

Make new domain, redirect old domain. Disavow old domain right away. They are first spot now.
