Let say i build a couple of web 2.0 which get picked up by google all of them in one day, then the next day i build a couple of tier 2 to these web's 2.0 but these doesnt get indexed till two weeks has passed. Once tier 2 get picked does it boost moneysite rank or it's too late?.

Link graphs are an ever evolving entity. Should your first tier get indexed then logically you should start to see the benefit. Once your tier 2's get indexed you will begin to see further improvement as your tier 1 is strengthened.

Timings upon when you see benefit are of course controlled by G but typically, once indexed links don't take that long to be included into your MS's link graph.

They are pointing to the tier 1 that has your money site link. The strength of this link will filter through to your ms but indirectly.

Definitely tire 2 will give you more juice, but the thing is definitely indexing. When your tire 1 has some Good unique content Google may index faster, but when in tire 2 its probably people will use spun content so it may take time for indexing
