Let's say I am trying to rank a landing page for a local service (Pest Control).

Therefore, I want all searches on google "Pest Control Services", "Pest Extermination", "Pest Control Contractors" etc etc to linked directly to my specific landing page on SERPs. (www.landingpage.com/quotations).

The question is, how can I do so? (Apart from building links)

The landing page has minimal content as it is just a page to input details to get quotes on prices.

I was thinking of creating a silo for "Pest Control Services", "Pest Extermination", "Pest Control Contractors" keywords and linking them back to www.landingpage.com/quotations, but wouldn't this result in these inner pages getting ranked instead?
