One of minor accounts (1100 flw) has been permanently "banned" from posting captions and comments under MY OWN pics, I can comments whoever I want, but not myself. It happened when I added more then 40 HASHTAG LISTS (every list made up of 30 #) under my pics, and commented only with emoticons more or less 30-40 times. Idk if it's a bug, but it happens, and it's permanent in my situation, it has been like 8 months ago.
Let's just hope your problem is not the same, because if it is, say goodbye to your captions man.
