Does the ping of a private proxy significantly change if the distance is large?
So if I live in Europe and use a USA private proxy, will the speed be dramatically reduced (and the ping dramatically increased?)

I thought it did, but I figured I'd ask just in case.

The longer the distance, the higher the ping will of course be. Not necesseraly, the speed highly depends on your connection. For example im resident in EU and ping to Japan is over 300ms. Despite of high ping almost any japanese proxy I have gives almost maxed download speed.

Private proxies are usually limited by speed, something like 1-2Mbps ~100kB-200kB/s download speeds. If it's in your intension to use those private proxies for scraping or regular anonymous browsing, forget the ping.
