Question about Facebook advertising

Is it possible with Facebook to advertise to people with up-coming birthdays, or people who have just changed status to engaged?

You may not be able to target people in that way however you can target users based on interests. If you are targeting women that just got engaged you might look for people with interests in wedding planning or bridal gowns.
