Question about email/zip submits

Im new here, and still learning. I had a question, can you send guaranteed signups to a zip or email submit page and get paid? I found a source for cheap guaranteed signups, and wanted to find a good way to earn from these, if thats possible. Thanks for your help.

wel, it depends what they mean by guarenteed signups? what your source? there cant be such thing otherwise cpa companies wont be here!
