I started a forum and currently there's not many posts but I plan on just making a bunch of fake users and writing fake stuff on there. The niche and the general competition is somewhat spammy and the whole community type of aspect for forums to usually succeed doesn't really apply to my site.

My question is, should I wait and put in work building fake posts/replies etc on my site until I buy some links to rank my site? Some of my top competitors have clearly bought links but have substantial posts over me as of now.

What do you guys think? I'm looking for the most time efficient method. Any advice is appreciated. Thanks!

May be get some real people to sign up and moderate the forum? That would be people you know who will be regular members there. Post some good stuffs on related sections then go for buying links. I think that's easier better than creating fake profiles and posting.

What is your forum actually about? So that we can trigger it,one thing what I can suggest you is,to post some good blogs by you which can be easily attract users to create accounts in your forum.
Connect your forum with other High PR forum which is also good way to be noticed.

Hard to explain without giving it away but I don't really need mods or real regular members, just the illusion of so (with my fake posts) for this niche to work. I would just have ads on my website to generate revenue. The links would ultimately drive the traffic. I was just wondering if the content would help substantially (let's say 100 fake forum posts in each subforum) when it comes to ranking with the fake links, or should I just buy the links now and work on the fake forum posts during the TAT of the links

Spin content from your competitors' forums? Don't actually sit there and write fake posts by hand. That'll take forever and defeats the purpose of churn and burn.

write up some nice posts and try to rank them in google so as to attract new users. Try giving up some free stuff to people who sign up the forum like eBooks or video tutorials or something like that.
