I'm fairly new to promoting CPA offers and I'm curious to know if it's considered white hat or black hat to buy traffic (in particular, expired domain traffic) to a landing page that has my CPA offer. Especially if the offer is an email or zip submit. Even though I'm not paying anyone to actually sign up, would it still be consider black hat?

Also, is there a chance my referrer info could be leaked and the CPA company find out that I've bought traffic to my landing page?

generally it's only BH if you're tricking the visitors in any way.

just blasting crap traffic at a CPA is still WH, though don't expect your ROI's to be very high...

The act of buying traffic is neither whitehat nor blackhat. The method that is used to generate the traffic determines whether it is WH or BT. If you wind up buying BH traffic (intentionally or not), you'd wind up suffering the consequences. So you should really make sure you know from whom you are buying traffic.

    HINTS:
    - buying "guaranteed leads" is BH traffic and pretty much 100% fraud
    - buying blasts of traffic will do nothing but waste your money
    - deals that sound too good to be true, generally are
