Question about automatic update pagination?

Can you explain me about pagination logic or any video that can help me to create pagination according to what I mention in 1 and 2 and 3 please!!
Am new to create the website but I am learning

Here is the pagination that I want to have in my website

1. It will automatically update your pagination automatic when you have the new content update to your website like the new content will become the first page and the previous first page will change to page two automatically.

2. Example with video streaming series like when you get the new embed video and put it in your site,it will go at the top and your another embed video that are in the same column will start move to the next row and at the last row and last embed video will move to page 2 automatic .

3. I just want to have 4 embed video in the same column with 8 row before the pagination update

4.Which language do I need to learn in order to get the 2 and 3 condition that I mention(Can you suggest me the link that teach about this)(php or javascript more easy for this? )
