Any of those operating systems are good for running seo software on. I would choose a US based location.

Choose a 64-bit OS. The one you have selected will do fine.

Take the location nearest you so you will have least lag while using the VPS.

Personally I'd have gone for 2003, ideally a 32 bit version. 32 bit uses less memory than 64 bit and 2003 uses less memory than 2008.

    But each to their own.

2003/XP are both good choices. Though 2008 server also has some great features (if you are looking to do more networking/VM's)

You hurried to get the toys. As biggles said, 32bit 2003 is the best choice, but you 'll manage.

Apples and Oranges. 2008 64bit is a fine choice, with the cheap cost of memory there is little need to use Server 2003. Additionally, Windows server 2008 by default is better configured to handle today's heavy use network applications (i.e. Scrapebox/Xrumer)
