First off, I'm new to all of this, I just learned about SEO from the Alex Becker/Source-Wave Youtube videos at the beginning of the month. I'm interested in ranking a website for a local niche and then renting it out to local businesses. In all of the tutorials I've seen they either suggest to register your own domain and use the KW + location in the URL, or to purchase a PBN domain that already has a good DA and TF. Basically, I was just wondering which of these would be more beneficial for ranking in Google. Sorry if this is a stupid question - I'm just learning about all of this!

It's like you have asked about both On-page and Off-page SEO techniques.
In On-page concentrate on meta tags and description, alt and image tags.
Using your keyword as a title is the good idea but make sure your content and backlinks are good.
If you are buying a PBN means check with site metrics and backlinks quality(try to avoid spammy links).

If you are doing local SEO it's probably better to register it fresh and get the place name in to domain name as well as the kw. Expired domains are great for PBN but trust me you are not likely to find an expired domain that's niche relevant enough for it to really make sense for your site. Finding good quality niche relevant expired domains is challenging as it is. Just my 2c.

I think buying a PBN is the best because that already has a good quality backlinks and ranking in google.
Though you started to rank a site for now, its really hard by registering a keyword that should have a good content and more back links related to your niche. It takes take time to rank your site.
Better choose Private blog network site that suits you ,make sure that it has no spammy links.

You can do both. If you are not looking to rank quick it’s okay to have your own domain and start fresh but it’ll be a lot of work. You have to built up authority, spend a lot of time and money, etc. But purchasing an expired domain for your PBN will rank you faster if it has a good backlink profile.

Simple answer: You can have both ways. Just register you local kw domain and 301 your PBN domain to this local site.

If you going to buy PBN, check the metrics and backlinks. You can buy an expired domain for your PBN. It will be pretty good.
If you going to register your own domain, but it takes some time get good ranking.
Try to register your domain name with your keyword. You can get static ranking.

Why are you calling expired domains for PBN?

He's actually recommended both which is why i was confused too. I'm doing the same thing and testing this now with both a relevant expired domain I picked up and a brand new kw domain. The kw domain is already on page 3-5 for some keywords but I launched it a week earlier.

Getting a domain with good links is just as key as TF/CF but I recommend mixing in some fresh domains in your PBN network if its very large just to avoid footprints.

You could do both while redirecting the pbn to your keyword rich new domain.

PBN might come with already some link juice depending on the seller (don't think BHW has a good pbn seller yet) vs when you buy fresh it comes with a clean slate.

A new domain with your keywords inside as that would look more appropriate for link buyers.

If you're going to be renting, start fresh. Anyone looking to rent will be associating their brand with your domain name. A sketchy one won't help when you're trying to convince them to buy.

How much of an effect would having the KW in my URL have on the Google rankings? The way it seems to me is that if I buy a PBN domain, I could rank quicker, but would have to spend more money on the PBN domain itself, and the name of the site wouldn't be related to my niche. On the other hand, if I started fresh with my own domain, it would cost less for the actual domain, but I would then need to spend more money buying PBN links. My keyword is low competition and none of the top sites for the search have been SEO optimized.
