Proxy Server Refused Connection Errors

I'm trying to setup firefox 3 to use a proxy server from the samair list. I have tried multiple proxy server entries and everytime I receive a message saying "Proxy Server Refused Connection". What does this mean and how can I remedy this problem?

You should maybe know that about 95% of the proxies in public lists are not useable because either overloaded or just already dead.
most public proxies are not wanted by the real server owner, once he finds out they are gone.
 
I think you should check the proxy first, usually it 's because the proxy dead, the problem not in your proxy server!
 
Get the free tool charon to test proxies.
And before using them, you can use the free online anonymity/proxy checker in my signature (2nd link) to see if your IP is really hidden well.
