Provide SEO for my website

I'm too lazy to do it so I'm looking for someone to do this. I want to start with a small budget and will only continue to pay if I see results.
I want someone who will make recommendation for the source code (or even better make a pull request), provide back links etc. I don't want anything shady/blackhat.
