Proposition - create a special thread with PayPal emails, used for fraudulent refund / chargebacks. Sellers can use such list in own systems, as PayPal don't allow to block customers but many wordpress plugins have this feature.

User from BHW can always explain and delete his email from list after contacting moderator with proof that his refund wasn't fraudulent like "item not delivered". In my experience, most of buyers who are making fraudulent refunds, visits BHW but without account. It's very hard to catch pro scammers :)

Sounds like a lot of work for already burdened mods. Also, it is not right to ask them to handle complains related to buyers outside BHW.
 
In your scenario, will the seller have to prove that a fraudulent charge-back has occurred before somebodies email address is added to the list?

I can't see it working if I'm honest. If the sellers have to provide proof, that will add a huge amount of work to the Mods. If the sellers don't have to provide proof, there may be innocent people's email addresses on a public forum.

They are fully anonymous :( I think on BHW, there are many hunters who are looking for "free stuff".


I think there could be legal implications with publicly posting peoples email addresses.
It would attract people to try to hack the accounts.

Sellers and suppliers could share their own list between them.

Do not sell to anyone who is not a member here. I have had people contacting me to buy services in bulk but I always ask them to send a pm on BHW first.

You don't understand, you cannot do that.
You cannot require transaction ID in thread response. It's not allowed.

The problem being, that essentially it is hard to legally prove that a transaction is fraudulent. Basically it is a dispute between buyer and seller.
We all know that there are numerous scammers out there but even PayPal/Credit Card Companies/Banks only pursue a small fraction of fraud cases, that is why so many scammers continue to get away with it.
Even the Police have limited resources.

What might work would be having a PRIVATE section that only marketplace sellers and Mods/Admins had access to and then sellers could share details of fraudulent buyers there, but again, there could still be issues.

Or do as @proxygo does and only sell to members who have built some form of reputation on BHW, I don't think he has ever shitlisted anyone!

It’s a nice idea in theory but I think it would just add too much workin terms of management.

But surely this is an open forum that feeds blogs via RSS, so people's emails could spread across the net being harvested. Another member recently accused bhw of leaking email, a legal nightmare

Good advice. The only times I've been burned were away from bhw, fiverr, upwork etc... It's the not perfect, but at the end of the day there are people here that dedicate hours of their time to regulate shit here. I for one greatly appreciate it.
