Offer something for free in exchange for their email, send emails with CPA offers after that.

Well you could place the CPA banners on your site and see if that works or maybe tailor your site to a good review of a product and then throw the CPA offer in at the bottom.

A lot of it depends on what type of site you have.

But if my website don't have so much traffic ? What sould i do ? There is other methods like social websites ?

You can do FB or Twitt but ... it is a lot of work to do, nothing comes free.

Get traffic. Promote in different places. This forum is filled with information, read it.

search this forum there are a few threads about how to, a quick one is: make 5000 friends and use their walls to update with your link in it. Rise and repeat.
