Product Review (with affiliate link) + Paid ads?

Hi,

I'm on a tight budget. I want get started with PPC.

Now I have heard roughly that if you want better return, make a product review with affiliate link. And run ads on "product + review..."

So here the search volume will be less, but the traffic is highly targeted and already knows the product, but wants a review before making a purchase.

Anyone who has done this here, is it the way to go forward?

Does it give better ROI than just targetting broad keywords?

Please guide.
