1. How "offshore" is this? There are lots of offshore hosting out there proclaiming that they ignore DMCA, but they really don't.
I have a site hosted on an offshore hosting before. I got a DMCA complaint from a big company but they still took my site down.

2. Do you offer cPanel on your shared hosting? I don't really know how to use other than that.

I am in need of a reliable server to allocate a forum which will be quite well used. We are splitting from a current active community due to how it is run and need it to be reliable without downtime or as little as possible (maintenance is obviously acceptable).

I need to be able to run a nulled forum until I get paid at the end of next month to get a legit one but will need the privacy as you have mentioned. If you are saying we can do this then I will take a VPS server the 2GB VPS plan, is this a suitable product for the forum also?
