PR drop/penalty

    Hi,

    my site (site A) was penalized in dec 08. The PR dropped from 5 to 3.
    It is sure that it is pentaly because there is a lot of links, that produce enough PR for the homepage to be much higher (and deeplinks to).

    Also... all the pages on the website have been hurt by the same (-2 PR) amount (deeplinked pages too).

    I have very primitive link wheel. Or better, I have sitewide header links on some old websites with decent PR to this websites. This links look mimic text ads from google, adbrite, but they have ****************.

    I had some outgoing footer sitewide links on site A too.

    Others websites in this linkwheel did not drop PR except one, which is on same template (copied) as site A with same outgoing links, same structure but different content.
    The outgoing links were removed 12 months ago. I thought that maybe Google penalized me because it though that I am selling footer links.

    There were no drops in SERPS or traffic at the time of penalty and not even later.

    Currently most of the backlinks for this website are produced blackhatly: linkwheels, blog commenting, forum commenting. The problem is of course the first.

    I was thinking on putting the site into revision at Google, but I am afraid, that if a human editor goes over it, it will find linkwheels and other goodies to further ban the site :)

    I also afraid that there is a problem with indexing the lowlevel PR pages. which now are almost all 0.

    What do you think? What should I do? I think that removing the linkwheels would create huge drop in income - the website is webstore that employs many people so there would be great loss in $$$.

    Did something similiar happen to you? Did you requested a reinclusion? What happened? I would really appreciate some help here.
