PR 0 - CF/TF - 24/24 > PR 1|2 CT/TF 1x/1x ?

    PR 0 - CF/TF - 24/24 > PR 1|2 CF/TF 1x/1x ?

    Is it better to get pr 0 with 24/24 cf tf than PR 1/2 with cf tf 1x/1x ?

    Assuming they both have a reasonable number of unique referring IP's, and a clean anchor cloud, I would take the first one (PR0).

    A PR 1, 2 site with no Trust Flow/Citation Flow is a really bad signal. Or its back links are weak or the owner has a PBN and he blocked the majestic seo bots. I would go with the first option.

    That really depends on what topic the domain had. EDU domains have almost always a higher pop (both in referring domains and IPs). A standard rule is that there shouldn't be a big difference between the referring domain pop and the unique referring IP pop. If there is a big difference it is a sign that the previous owner could have been a SEO who either linked from his own domains (as its often the same IP) or from some organisation that has heavily linked to it from all their other websites. Either way, links from the same IP are not really worth much and such domains should be looked at very carefully.
