Are there free tools or programs out there I can use to spy on a competitor and see what Pay Per Click key words they are using?
 
There's no way of doing this (without hacking in to their accounts) as their website, i.e. the only resource you have access to, contains no information about the keywords used in PPC campaigns.

It is, however, possible to get this information backwards. There's plenty of applications out there (I'm sure you'll find a few in the member downloads section) that let you submit a list of keywords and then bring up the advertisers for each of those keywords. Combining the usage of such app with a powerful keyword generation tool might give you an idea ...
 
Keywordspy.com has a good guess, so do a few others, but that seems to be the one everyone uses/recommends. I've never touched it and i've heard they're an absolute fucker to cancel and will do everything they can to screw another month out of you.

They have a free 7 day trial i think, so you could have butchers at that.

Spy Fu is good too.

PPC bully now does this as well, but they are pricey.

Google Cash Detective 2.0 has a 7 day free trial to I beleive, and they have some sweet stats.

SEM Rush seems pretty solid. And if you download the SeoQuake Toolbar, it's integrated into every ad when you do a search. So next to each ad, you can find out that advertiser's keywords, CPC's, volume, URL's, ad positions, etc. Good stuff.
