there are some keywords that google believes are local, even if the user doesn't put a city in their search inquiry.

example: if you search for "florist" in google, it will show you florists that are near you. again, local keyword even though I never put a city in my search inquiry.

Now, I am wondering, is it possible to rank for such terms on a national level? meaning, if someone in Florida searches, I want to be #1 and if someone in Virginia searches, I also want to be #1.

Google has identified them as terms that are locally relevant so is surfacing local results.

    Upshot is: probably not.
