possible to outrank very high authority site?

There is a site that is ranking for a competitive keyword.
As far as I can tell, they have done no seo
they have links from a lot of authority domains like forbes, bbc, huffington post. They have 1100 referring domains and it's all legit.

The domain itself has nothing to do with the keyword. it's a brand name.
their anchor texts mostly have nothing to do with the keyword. they are either brand name or generic English words. maybe 5% have anything to do with the keyword.
The homepage is only 200 words. and the keyword does not even appear in the body of the homepage. The keyword appears in the title tag of the homepage.

my plan is:
get an EMD for the keyword, have a homepage of 600 words with some keyword stuffing.
get 30 PBN domains of my own, each having about 30 referring domains, as my tier one. of course, the referring domains will first be checked for spam.
maybe 20 web 2.0s and 50 low OBL blog comments?

can I outrank the #1 guy if I do the above?
If the answer is no, then how can I outrank them?

So they rank #1 yet have nothing to do with the keyword? Yeah, sounds easy.

The keyword appears in the title of the home page, and it is a very high authority site? Might be tough.

What are the rest of the results like?

This should tell you something about SEO. Keywords have little to do with it. And no by what you mentioned i don't think you will be able to out rank him.

look at the rest in the top 10, if any of those have high amount of backlinks then its likely a lot to do with onsite content or domain authority.

How can we answer? We do not know what is the quality of your PBN, we do not know what websites is and we don't know nothing about.
If your plan is beat an authority site with 600 words and keyword stuffing I think Seo it isn't for you

Every one of your listed tactics will DE-rank and DE-index your site as soon as you implement them. Keyword stuffing, PBNs and OBL comments are known spamming techniques in which Google is algorithmically programmed to defeat.

If you want to outrank the #1 guy quickly (and that's what it looks like), your only hope is to promote your site through media channels. Otherwise, you'll have to do things the long and hard way. Like the rest of us.

Well said, OP you need long term Seo plan, eapecially if the keyword has big commercial intent.

Thanks guys, looking at the other 9 was a good idea.
#2 is high authority but again, they dont seem to be targeting this keyword. their backlinks are legit.
#3 is crappy, something that I could easily duplicate.
#4 is high authority but they are doing some major seo
#5 is yelp

then according to you, everyone here should be deindexed by now.

I wouldn't go that far. Other than keyword stuffing I have used every one of those tactics to help rank sites. Comments, PBNs, web2.0's... these are valid weapons if used correctly. And IF the site he wants to outrank isn't actually relevant to the search term (has nothing to do with what people searching it are looking for) then all he has to do is use a linking strategy that makes Google see his site as more relevant to that term. Only snag would be if the term were very vague, like "blue" or something. Or if the site were giant, but it doesn't sound that way.

You'd be surprised at the amount of people who signup thinking it's a marketing/SEO forum and have know idea what blackhat or whitehat is :)

In Google eyes all SEO is blackhat there is no such as whitehat seo because you are manipulating the search engines.
