I'm working on creating a new forum community for my city (events, games, entertainment, news), I've googled around and seen most city forums aren't that successful (even from big cities like forumnyc.com), theres already a popular one in mine but it's aimed solely at the car niche, the other ones are empty small badly designed on crappy hosting, so I'm wondering, what are good white hat techniques to get a forum started? apart from the cash prizes, advertise on signature on other forums...I've thought perhaps on yahoo answers or craigslist for ppl that want to travel here...social networks is another idea or the 20 fake accounts and answering myself...anything else?

There's software to populate forums. I've seen suggestions and downloads here at BHW. If you want truly unique and on topic posts, then head over to DP. Lots of folks will post for pennies there.

1) create 10-20 ids on ur forum daily
2) write 10- 500 words articles in your forum daily
3) post 20- posts of 20 word each in your forum daily
4) go with the trend what ever is happening in the city shld be in your forum first
5) in this process 1-3 people will come nd post in you forum with back link
visit these site thru ur link or use prstorm to visit these sites
6) hire posters i paid 2 dollars for 20 posts 100 words post each
and 4-5 cents per posts u can easily get 20 words posts for increasing numbers
7) get some physical/ real gifts like DVD etc. for your members for maximum posts or something else ( i haven't tried this yet)
8) you can get traffic to your site but real posters will be missing you have to play or form a system of getting 300 posts a day
and the best thing i have learn on internet web marketing is
If You can't Make it Fake it
so no one will ever know whats going on behind but different users daily posts and thread will get you traffic and ranking
only see your forum as a blog or article directory where content is not from you is from users/members
so add content as much as you can
and if some one says its duplicate remove it instantly
its a forum u can NOT keep watch on each and every posts but u are white collared netcitizen and will not allow any illegal or piracy ;-) thats for toc

2) what will you get from it? how will you earn from your forum?
3) what will members of your forum will get from participating in your forum? (webmaster?)
