"Legal" is really hard to define as different country views it differently.
But if we are talking about being against the ToS, it does suggest that buying it is fine as long as it is generated organically and genuine

google ads view wont count towards watch hours. You can use SMM panel for increasing watch hours and buy subsribers. But you have to mix different types of views later eg: some google ads, organic views from Social medias, few microtask likes, comments, shares etc
Also make sure your channel looks neat and tidy with profile picture, banner, bio, social media links etc

Legal. No country in the world is prosecuted for such a thing. It is "buy" - not right. The purchase itself violates the rules of YouTube. But many do it. Small, medium, large channels trade this. But you should alternate: watch hours + regular views + watch time. Everything is important. YouTube loves engagement.

No, you won't go to jail for buying views and subscribers, it might be unethical but not illegal.
