Could anyone here recommend Cards (either Virtual or otherwise) that work on Facebook and that allows me to sign up for the Card without the need of providing IDs.

Well, you can go to the local post office, present a fake ID, or send your friend (or any other related to you), and issue a re-loadable Visa.

Every country do not have such facilities, even though if they are available, chances are they would not work internationally, that's the main point why people are buying reloadable visa online.
