Google will pull in what it beleives to be the most relevant information from the site page or meta tags. Although all the websites have one topic that page is lower down due to it not meeting the exact information required for that keyword.
I know this as it was something that I had cleared up by a google employee actually on a site within my industry.
That is in html character code. Here is the meta description from that site:
