Please help me overcome this ban (first time adwords atempt)

    So this being my first attempt at PPC, I obviously failed. Here's what I did:
    Bought one 100$ voucher, used a proxy to create a new account, used details from same state as proxy and set up a campaign.
    It was pending for 3 days and then I've got this message and my account banned:

    Did anyone encountered this issue and managed to overcome it? I'm asking this instead of testing myself because I don't want to waste no more vouchers.
    Any insights would be of much help...

    Contact the support team. I got my account banned during my first try with adwords so I tried contacting the support team saying my account was banned for no reason. They reactivated my account after they conducted an investigation.

    Thanks for your thoughts, but since I use a fake IP, fake details and fake phone number, I don't know how can I verify any data.

    I was wondering what did trigger the ban and how could I avoid it to begin with...

    don't fill up any details. just consume the free voucher. you can use it even without activating it. in your billing summary, write fictitious name, fict. address, fictitious phone num, proper zip according to proper city you filled in.

    Was your proxy full anon and private? Chances are the proxy either wasn't full anon and they detected it was a proxy or it had been shared with others who used it to create lots of other Google accounts.

    hmmmp just use public proxies... it will work well.

    3 ads running, no bans as of now... hmmm... (got 1 warning though regarding punctuations)

    UPDATE

    I had abandoned the first account and took some of the members advices and made a new one using a local IP (non-us) since manual payment is allowed here to.

    Everything went as usual, the voucher got accepted, the ads eligible and waiting for manual review, which never came.

    After a week or so I've decided to contact the support team and got the fastest answer ever, the account was under review. An about 10 minutes later, another reply: suspended!

    But the reason is just mind numbing...

    A promotional code can only be used in the territory where it's originally distributed
    If this is so, how in the world can I use any bought vouchers? First attempt, using a US proxy with a real address from the same code, resulted in a ban for not verifying the billing info and this time... another miss.

    I certainly am doing something wrong, I see so many working this out but I can't make it stick...

    Can someone please enlighten me? Or at least shoot me down so I can move forward...

    I really want to go into PPC because I see it as the only stable method but I don't have a testing budget yet, and this new voucher hype sounded like just the thing I needed.

    That's that, hopping to get any pro advices now...
