which further has 150 backlinks from similar websites.

Can some one please explain what is going on with the backlinks of this website.?

Ok, so I just reviewed all the links.

It will be much better what's your concern as all are different links and they deserve to have there own incoming links. That's how link and traffic flows, What's worrying you i just want to understand that so anyone can better help you out?

All these links are self created on platforms where anyone can register and publish a guest post.
So instead of doing manual outreach to other bloggers, this webmaster is creating own posts on these self-serve platforms (saves money and time).

On top of that he has created a tiered link which means each of his tier 1 guest post has multiple links backing it up and then each tier 2 has further links. Like this he has built tiered links till tier 5.

I am totally new to creating backlinks and sometimes I read on this forum that tiered link is old strategy now and we should focus on guest posts from websites in our niche by doing manual outreach.

But here in this case, this self-serve platform strategy is working because many of his pages are ranked good in google.

This is confusing me.

Dont get confuse firstly. Link pyramid or tier based linking is still a recommended strategy if done correctly.

Focus on how you need links, when you need links and how good you need them to be.

Some long tail keyword rank without even links, the key is content now a days. Focus on-page and content strategy.

Off-page comes after that.
